Step 1 - Site Selection

The first step in the Site Selection process would be to contact the Land Management Specialist with the Department of Natural Resources. Whether you have a site in mind, or wish to find an appropriate location, the Department of Natural Resources can help with this process.

Step 2 - Crown Lands

If the proposed undertaking is located within municipal jurisdiction, a Municipal Recommendation for Crown Lands is required. Municipalities also require permits for all types of development within their jurisdiction, please consult with the municipality prior to submitting an application for Crown Land.

The Department of Environment and Conservation is responsible for the administration of crown lands. This includes crown lands application, registry, crown lands surveys, mapping and air photography. Step 3 - Environmental Assessment

All cranberry developments must register with the Environmental Assessment Division of the Department of Environment and Conservation. The environmental assessment registration must also include preliminary survey data and details for the layout of the farm, including beds, buildings, water and irrigation systems, on farms roads (and access roads greater then 500 metres), and any other relevant information.

Step 4 - Engineering Studies / Further Site Work

Once the proposed undertaking has been released from the Environmental Assessment, detailed engineering and survey work must be considered. The client is responsible for contacting and obtaining detailed architectural drawings of the entire farm, including possible room for expansion within the first 5 years.

This task is usually conducted by a certified Engineering Firm, at a cost to the proponent.

Step 6 – Business Plan

Step 7 - Funding and Financing

Below is an overview of some of the financial assistance, grants and financing options available for the development of cranberry sites in Newfoundland and Labrador.

Growing Forward

The Growing Forward Program provides funding for six programs designed specifically to address unique challenges and opportunities faced by the Newfoundland and Labrador agriculture and agrifoods sector. These programs include: the Agriculture Innovation Program, Agriculture Land Development Program, Agriculture Opportunities Program, Agriculture Sustainability Program, New Farm Investment Program, and the Mitigating Agriculture Risks Program. Up to 75% of eligible expenses are covered and each commercial applicant will be eligible for a non-repayable contribution up to $500,000.00.

Business planning assistance is available for new entrants under the New Farm Investment Program.

Cranberry Industry Development Program

The Cranberry Industry Development Program (CIDP) is a program available from the Department of Natural Resources – Forestry and Agrifoods Agency, which provides financial assistance to eligible participants involved in developing cranberry sites within the province of Newfoundland and Labrador.

Financial assistance of $15,000.00 per acre for up to 10 acres per year is available for qualified proponents. A maximum of $150,000.00 per year is available.

Farm Credit Canada Financing

Agri Business Financing

Farm Credit Canada offers a number of flexible financing options for agrifoods businesses, including a ‘Start Now, Pay Later Loan’ which will totally defer payments for the 1st three years followed by two years of interest only payments.
